Cars continuously parking on double yellows and blocking the dropped kerb

Cars are constantly parking on double yellow lines outside the dry cleaners at 23 Park Parade, Hazlemere, blocking the only part of the pavement with a dropped kerb on the whole of the parade. They are ignoring not only the yellow lines but the fact that they are blocking vital access for wheelchair users and parents with young children in buggies / prams.

I have noticed this issue for the past 4 years now.

Please consider placing some kind of bollards or another solution around the dropped curb area to stop vehicles being able to park there, as the threat of parking wardens clearly isn’t enough.
