Gully grate collapsing into road surface

It appears that the reason the gully grate is collapsing into the carriageway. .. is that the immediate support underneath has crumbled (brickwork or some other build support) so the grate is no longer supported and is about 60 - 80mm (maybe more as I haven't actually measured it) below the carriageway surface.
