Brambles overgrowing into road

The brambles and weeds are overgrown and now hanging over into the road, scratching cars as they pass. There is also a fire hydrant that is covered by the brambles, making this a potential issue for the fire brigade. The problem is located opposite houses 5 to 8 on Leacroft Road, SL09QP. When I first moved here 16 years ago, the brambles were kept back 5ft from the edge of the road. This also looked better than what it does now.
