Outside 57-59 & Bins should not be there

Received by Buckinghamshire Council moments later

Neighbours seem to think it is OK to leave there dustbins out all week and this leads people to fly tipping old furniture and building waste next to these bins. This is at least the third or fourth time this has happened. Please instruct these houses to take the bins back into the boundary of there properties and fly tipping should stop. Also please arrange to tidy up. I contacted Guinness Trust but they say they no longer own these houses?
