Light regularly red when should be triggered only by pedestrians

As you exit the gyratory from Walton street onto Walton way out of peak time ie 5:20am this traffic light is regularly red. This should be triggered only by pedestrians of which there are none at this time. Very frustrating sat at a red light for no reason at all
