Hedgerow blocking the footpath

The footpath after Rose Avenue and towards the funeral directors is 70% covered by hedgerow and unable to walk by the public. During busy school time, the footpath becomes one way due to the hedgerow allowed to grow, managed and occupies the footpath(as seen in the photo). Can the hedgerow be scaled back or curated back footpath allowed to be used as a two-way footpath? There is a house with a brick fence in the same area where the footpath can be seen on its original size.
