Sent to Buckinghamshire Council less than a minute later

Car has not moved in over 3 weeks - it is taxed until 1/3/22. MOT expired 27/9/21. Haven't been able to find out if it is insured. Wondering if it has been stolen. Red Honda Civic, no apparent damage, tyres o.k. Has " Resident permit zone H " notice on dashboard YR 56 HKB.
