Could the council (Planning) and Highway explain how the "private" developer have been given consent to close the East Common Road from July to 31st December 21?

Also, why has the developer been given planning consent to build the house/s so close to footpath? This decision by the council has caused a GREAT deal of inconvenience to the residents who regularly use this road to get to their houses.
