Corner of Mead Way and Victor Lay Place

Resident reports a large birch tree on the corner of Mead way and Victor Lay place, opposite an electricity substation Wycombe Marsh.This tree was cut down to a house height level many years ago but has since tripled in size. It now obstructs light, blocks guttering with leaves and seeds but most worryingly we have been advised that it could be causing an issue with the drains. This tree is affecting several privately owned homes. Could someone please look into this matter.
