Front and left boundary of 42 Butlers Court Road and the public footpath

Two very large branches of a dead tree on the grass verge (presume council owned?) have snapped after the recent heavy rain and wind. The branches fell onto the path and road. We have moved them onto the grass verge but they are now blocking the entrance to the electricity sub-station. Need to be removed plus probably the rest of the tree since it has other large branches which are unsteady. Thanks!
