Groundworks not completed after light replaced

I have now reported this matter 3 times over the past 12 months. The street light was replaced circa 18 months ago but the groundworks around the foot of the light have never been completed - hence the barriers still around the pavement light. You supposedly keep informing your contractors, and closing my reports, but the works never get done. This was first reported prior to lockdown1!!
