Huge amounts of litter, mown/strimmed

Sent to Buckinghamshire Council less than a minute later

Recently cut vegetation has revealed huge amounts of roadside litter. Workers appear to have mown/strimmed all this litter into ever smaller pieces. Why is litter not picked beforehand? This happens all over the county, using public money to make the environment worse.
