Rattling drain cover in tyre track on busy A4128

This is the third report in less than 2 years regarding a recurrent problem with a rattling drain cover on the High Wycombe bound tyre track outside 161 Wycombe Road, Prestwood. The last 'fix' was in April'21 and as the attached photo indicates, the tar-like substance which was applied then, has now (as expected), been completely warn away by the high volume of traffic. Most vehicles travelling on this busy road hit the cover which is very noisy. I request please, as this is clearly a recurrent problem that a proper long-term fix is now actioned. Thank you.
