Leaves fallen off trees blocking drainage

The trees directly above the fairly new drainage system have covered the drainage. Piles. This drainage has only been installed at this spot on the last 18mts due to flooding in this area. The flooding causes oncoming traffic to veer onto the opposite side of the road. There are no street lights here and it is on an incline with blind bends. The leaves need clearance and the drainage checked. Flooding will re-commense in this particular spot and lead to both vehicle damage and potentially accidents.
