Need very urgent attention a big its could be spring water is leaking all over the pavement see photo

Its been like this over 3 months I contact openreach about there pavement cover is very full of water ??? And I contact Thames water and they send a man to check the water out and they said that this water HAS NO CHLORINE so that means this water is not there ???? and council check this out / its could be a spring water ????? so council can you Investigations this and see you going to get this FiX the water leak ASAP as you can see its damage your pavement
