Crown House parents parking on yellow lines.

During school drop off/collect times Crown House parents park on double yellow lines here and on surrounding roads. On the very rare occasions that a parking attendant is around they have to wait 10 minutes before issuing a ticket. This is enough time to deliver/collect a child. Why do they have to wait 10 minutes? I cannot find any legal requirement for this and cannot fathom why, as the lines are there for road safety, there is no safety issue for the first 10 minutes. Obviously an accident will only happen after 10 minutes have elapsed!
