Constant overflowing bins

The properties at the start of the road have constant overflowing bins, this causes much of the rubbish to be blown across the street exacerbating the ongoing litter problem. Myself and a neighbour do often litter pick the road, I have also repeatedly asked for a public litter bin to try and help the other litter issues but it it is constantly refused. Lidl also need to take some responsibility for the litter outside their store - a lady used to do regular litter pick but this seems to have stopped.
