Neither ticket machine working and ringo overcharging

Neither ticket machine is working, tried to use ringo it says my payment has not been accepted, I have no way of contacting anyone as no working phone numbers are given only automated payment lines which still don't let me try and sort this out. They are also over charging by 60% compared to all the signage and your own website. Also the shop I was trying to visit was closed so I was actually at the car park for less than 5 minutes (which I believe falls within your grace period, but who knows because you don't put that info on your website). The fact that I can't speak to anyone at either BCC or Ringo to sort this matter is infuriating. I suspect you will happily get in touch with my to try and issue a fine if I can't somehow get this sorted.
