Downhill pavement of Priory Avenue

This lady (lo-res screen grabs attached) was caught on 1080 HD video dumping rubbish. She walks down Benjamin road with her child in one hand and a bag full of rubbish in the other. Then crosses the road carefully - a van stops to let her cross with her child, then promptly walks up to the bins outside the last house on Priory Avenue and dumps the bag full of rubbish by the existing bins where it has remained ever since. Rubbish dumped like this quickly attracts attention from animals that strew the contents on the street, and becomes a health hazard. It also attracts other people to dump rubbish and another bag and cardboard (probably from the house the bins belong to) has been added making he whole area look even more of a tip. I have the whole pathetic episode on good quality video and am happy for you to use it for prosecution. Why cant she bag it properly and wait for collection or dispose of it properly like everyone else instead of just dumping her rubbish on other peoples doorsteps. It is a disgrace. Please can you clear all the dumped stuff away as it will just encourage more dumping if left. Many thanks (PS: do those wheely bins really have to be on the street)
