Residents of No14 Mendip Way, HP13 5TE have put their refuse bin out a day after the plastic recycling collection day. Their refuse bin is overflowing with black bin bags also thrown beside it. The weather has caused a horrendous smell and the animals have now ripped the bin bags so rubbish is all over the place. The bin is placed in the middle of the path making it difficult for everyone walking past especially when with children/pushchairs. The smell and rubbish is affecting all the residents who park their cars to walk down and any other road users walking by. I have previously seen the resident leave rubbish at the same spot on non collections days. Including items which can't be collected with household waste. This is reoccurring problem.
