Garden waste fly-tipping in The Moor hedgerow

On Thurs 8th July at about 0905, several neighbours spotted a local resident illegally dumping garden waste on public land (maintained by the council). He will have his own CCTV footage incriminating himself.
Just to the left of the horse chestnut tree on The Moor (by the green gate, green seat & dog waste bin), several wheel barrow loads of bay laurel were dumped in the hedgerow
This is not the first time this person has dumped stuff around there - garden waste has been dumped near to the Bois Moor Rod road sign, behind the green telecoms boxes, in the verge by The Moor's green gate and even over the fences on to the allotments by the blackberry bush - along with car components (which when referenced, were from his current / previous vehicles) , tools & plastic tool packaging and general rubbish!!!
