13a the Broadway, possibly a flat above Ottoman Barber & Barista, constantly leaving at least black bin (and often blue bin) on the narrow public pavement 24x7x365 on the busy B474 Penn Road.
See photo. Lid clearly marked 13a. What you can't see is that it is overflowing with trash and is a public health hazard.
Please remove and/or fine these inconsiderate people.

Street still effectively blocked by this overflowing bin, still there. This is a 24x7x365 issue.

Bins still being left out on busy public pavement 24x7. Overflowing with rubbish constantly, and now falling onto zebra crossing.
