Ice/flooding on walkway

Having found it difficult to telephone the right office I am hoping that this email will be received by the department concerned.
This is a complaint but not regarding the Council in any way.
I regularly shop in Chesham each week and during the very cold weather encounter a patch of ice that is never treated,
Probably because the owner/occupants of the building are not aware of it.
The building is situated at the far end of the footpath running down from Waitrose to the precinct where the market is held
On Wednesdays and Saturdays. The building which is on the right-hand side is very tall and a pipe (probably from air conditioning units) constantly drips down onto the walkway at all times of the year. Normally it is not a problem but when it is very cold there is a constant large patch of ice, plus it is on a slope so the water
Runs downhill.
Speaking to the market traders today they told me that people are often slipping on it and falling over.
Is it in your power to make the owners/occupiers aware of it and remedy the situation before a serious accident happens?

This has been passed to the Local Area Technician to investigate.
If the flooding is caused by a water leak we will report it to the relevant utility company to repair.
