Car clearly parked on a turning point making it difficult to reverse out of my drive.

The owner of this vehicle is parking in a turning point. Making it difficult for me to get in and out of my drive. Also causing a hazard to pedestrians especially people on wheelchair users. He claims this as his drive way when this is clearly a turning point.

I live on the street and myself have observed this going on for a long time now, The couple at Number 62 park on what is clearly a public access way, It should be used for Number 62 to gain access to there drive and for there neighbors to be able to use the access drive to be able to unload shopping and allow for deliveries, its also an access drive for the house opposite to use to be able to reverse out of there drive way, I've witnessed several arguments and disputes all caused by the couple at number 62 not allowing other neighbours to use and have access to this public piece of land, I've also witnessed the poor couple opposite struggle getting in and out of there car, I've even spoken to the neighbours who have reported the couple and number 62 as arrogant, stubborn and the female as extremely rude and the male as extremely abusive, further conversations have also brought to light that the couple have driven over there neighbours fence and crashed into another neighbours fence each time the police needing to get involved. This issue with the access bay clearly needs to be sorted out as it's bringing much stress and misery to all the neighbours both sides and opposite number 62 who appear to be causing the issue, thank God I live slightly further down the road as I wouldn't want to deal with this man and woman personally from what I have witnessed.

Clearly this couple are being awkward as in the photo there is not even a car parked in the driveway of the house they own/rent. Looks like they have nothing better to do other than bring misery and upset to those around them, If the police and council won't help then find out where they work and what they do for a living and report the behaviour they adopt outside of work to the bosses of the workplace they currently reside at.
